bluish white head lights, is it illegal?

i live in C.A garden grove, i just change out the stock low beam headlights to a bluish clear white headlights. just wondering if its illegal? it looks like HID lights but really low beam.
its not really blue just a little just u can see a hint of blue in it when its on
